Ten2 has all of the Doctor's memories, including all the ones of pushing one Rose Tyler as far away from him as he can without losing her completely. Now, from all appearances he's at least gotten over most of that, what with the snogging the hell out of her on that beach and the telling her he loves her. (You'll never convince me that's not what was said, and certain show runners confirmed it). But...he's still going to have to live with the idea that Rose might consider him a consolation prize. He has to deal with the fact that he's a clone, which I don't think can be the easiest of things, that he's no longer fully Time Lord so can't risk his life in the same way, that he only has this one life left and he has to be so careful with it if he does want to live it out with Rose. And there's the aging. Ten was quite vain about his pretty boy status methinks, so Ten2 will have to cope with wrinkles and gray hairs and sagging body parts. He will also have to deal with no longer being the highest authority. And he will have to deal with his own self thinking he's dangerous and isn't safe to be let loose on the prime universe and thinking that he needs to be fixed. And the abandoment issue of course.
Rose will have to deal with the fact that the Doctor dumped her in another universe with no way out with a duplicate of himself. He didn't say good-bye. He didn't say I love you. He took away her choices. It's enough to make her think he never loved her at all, that she's just a yo-yo that keeps coming back and he finally found a way to make her stay put. And yet she still has a Doctor, one who wants to be with her. Will he be enough? Will she be able to accept him? Will she take out Ten's choices on Ten2? Will she be able to cope with the differences, of having random Donnaisms popping up, of Ten2 being full of blood and anger and revenge and more moody like Nine was? Who will have the greater mood swings, Rose or Ten2?
So, yes, lots and lots of baggage here, but I think they overcame it in the end. Because that kiss on the beach didn't come out of nowhere and the feelings are there and they shall remain. The Doctor and Rose will go on. They will get past their doubts and snog and shag and live happily ever after in their newly grown TARDIS (with or without babies depending on your preference!).
