Re. the Jenny kiss, Eleven has done the equivalent: he kissed Rory once, and of course Rory is not only straight but married. So with that in mind it's not exactly out of character for Eleven and he's not singling out a lesbian woman - though it's certainly inappropriate, just as kissing a straight bloke committed elsewhere was.
