Yes, the intention with Suzie and all that power was to parallel Rose's situation with the Bad Wolf on a smaller scale. It also was to show that Suzie, with the right friends and support as she has in this parallel world, would allow herself to be reeled back in. The Suzie Costello of Rose's original universe gave in to the draw of the power of the Ressurection Glove and of course it was her downfall. So even though they are in one sense are the same woman, their circumstances have made them very different people.
Yes, I felt it was time for the TARDIS and the Doctor to put aside their differences and really function properly together. It was a long time coming for them both, but will be very good for them.
