What is the head of human resources called over there?  Or for that matter human resources?

Well, I'm not a brit, but this was in The Runaway Bride:

The Doctor: It was all in the job title: Head of human resources.
Lance: This time, it's personnel. [laughs]

Same thing. No-one's used the term personnel to describe a department for years, although it was common uip until about the 1970s, in which case it would have been the personnel department and the personnel manager. After that though, it's human resources and head of human resources. or human resources manager.

It used to be Personnel Manager, though Head of Human Resouces or Human Resouces Manager is becoming more common now.
