Bond or no bond, those two still have some issues to sort out. But it's realistic, this being a completely unique situation. Their responses also suit their personalities. Rose blames herself for the mess with Davin, which really is far more his fault than hers--if he wanted more, he shouldn't have made that agreement with her when he knew she loved someone else. And the Doctor's instincts combine with his general bull-headedness and insecurities to make him a bit of a prick. Hopefully, he'll start using the *right* head to think when he's around Davin.
