Lumin wants to tell Donna the truth. Their near death experience is making him want to reach out to her, so he is doing exactly what you suspect, testing the waters.
As for the wait, gosh, it's been a lifetime for these two in that mere two weeks' time. LOL
The memory of his Elisabeth is based loosely on the Doctor's real wife on Gallifrey, the one that produced children and grandchildren (Susan, etc.), even if it was via the looms or however. He did have a wife and it seems a matter of debate whether it was a bond marriage or a political one, though the Doctor being who and what he is, I'd assume there was some level of affection there. However, I don't think it was a deep all-consuming love affair given how his people were, and as I consider his relationship with Rose to be just that, it would logically pale in comparison.
There is some stuff that hasn't come out yet about his "life" with Elisabeth that will come out at a future time. I'm not sure whether it will happen in this particular fic or not, though. But despite the fact that he loved Elisabeth, it was in some ways a marriage rushed into for perhaps not the best of reasons, of which I think you are reasonably suspicious of such reasons if I recall correctly from past discussion with you. And yes, I'm being vague here on purpose to keep it relatively spoiler free to those who read the comments.
His marriage to Elisabeth runs a parallel to his marriage on Gallifrey, as the hidden memories were very carefully overwritten to match the intensity of each trauma in his previous life. Does that help at all or have I just made it even more confusing for you?
I like to think of him as sort of a teenager or man in his early twenties sexually, in the full flush of new hormones, and that's why he can keep getting it up so much. *laughs* And it's a bit of an homage to the Doctor's so-called non-existant refractory period.
It's only Sunday morning. They have several hours yet to get through before he takes her home for the night. I would say well on their way, yes...
