Yes, they left the planet without their clothes. They were taken away from them back in the town and there wasn't time to go back for them. Ten's jacket is safely in the TARDIS and he has plenty of other suits so it was mostly just Rose's things and she didn't want to risk going back for them, especially when she could have snuggly time with her Time Lord in the TARDIS.
